TSA issued the Rail Transportation Security Rule (49 CFR Part 1580) in 2008. This regulation requires facilities that ship or receive certain hazardous materials via rail cars to implement specific security measures, including:

  • Designate a Rail Security Coordinator (RSC) that must be available to be contacted by TSA 24/7;
  • Be prepared to provide the location and shipping information for certain rail cars containing hazardous materials;
  • Reporting of significant security concerns to TSA; and
  • Develop and implement chain of custody and control requirements for rail cars containing hazardous materials.
